I'm pretty sure point 2 was addressed very recently in ebc81034278 (GH-103325, gh-103088), can you confirm?

Since OpenSSL 1.1.1 will be EOL in September but Python 3.11 binaries are to be released until April, should we backport to 3.11 as well? Or not until we must?

This has been fixed in #165, which updated us to iso-codes v4.15.0.
