We probably want a feature that will tell us which issues and PRs have gone inactive. This should be done before we reactivate the inactivity feature.

@timabbott In order to do this, we'd probably need @zulipbot's login credentials or add @zulipbot-test to https://github.com/orgs/zulip/teams/team-that-is-just-zulipbot-for-permissions-control because zulipbot-test doesn't have access to all the repos that zulipbot does.

Can't we just implement (test on the test repo with zulipbot-test) and just have @timabbott run the code with zulipbot on zulip repos?
