Improve "Add subscribers" UI

As discussed on CZO, we should make the following improvements to the "Add subscribers" UI:

  • [ ] The list of users should be ordered purely alphabetically, not grouped by availability.
  • [ ] Current stream subscribers should be excluded from the list.

(In parallel with this, there's #3656 to add a UI for viewing the existing subscribers to a stream.)
