Add a way to detect if the user has this extension installed

Metamask injects some web3 into the window so that you can detect if its installed and if there is a default account, this should do something similar and set some properties on window.

We should be able to:

  • Detect if they have MetaPay extension installed
  • Detect if they have an account set up
