While dimmed, the webview is still usable. It's also not affected by the "App Pausing" option.

I was able to reproduce this with Popup Dim enabled. As a work-around, you can reducing the Popup Dim to 0%

I'm currently running PA (without XHFW) and this also happens. So it's not specific to your module.
