Attempting to open already running apps in XHalo doesn't work.

Steps to reproduce:

1. Open an app.
2. Open the Recents menu.
3. Long-tap on the app, then tap "Open in Halo".

What happens: the app stays full-screen. What should probably happen: the app should close and re-open in a window.

(The reverse also happens - windowed apps will stay windowed when reopened from a normal launcher - but that actually makes sense as far as usability goes.)

Workaround 1: close the app from Recents and reopen it with something like MultiWindowSidebar. Workaround 2: force close the app and open it in Halo afterwards.

Nothing relevant seems to be logged when this happens.
