FZeroTophatSpacer Panel lower lip interferes with 1515 top rails

Panel lower lip is superfluous and interferes with 1515 rail, see image F-Zero v1

Fix: remove it from sketch2. SidePanels have no lip either and relocating it would require supports while printing.
