Add a way to clear a startup patch; bypass startup patch if it fails to load and boot normally

The startup patch should never cause the device to fail to start up even if it is broken for some reason.

If the startup patch is broken, we should simply ignore it and boot completely.

It should be possible to clear the flash startup patch from the UI.
