Don't redistribute if area is full of high intensity samples

Could loop over all the bucket samples, and not redistribute if e.g more than 70% of the samples are over the minimum luminance threshold. In these scenarios it could make very little difference to redistribute, but take the longest.

This is a heuristic and a heuristic is always tricky. Do some tests and see if it's worth it.
