After opening a webview, files and data sets open in the same panel as the webview

If a user opens a webview (e.g., for editing USS file attributes) then opens a file or data set, the file/data set appears in a tab next to the webview rather than with other files/data sets that they might have opened before opening the webview.

Describe the solution you'd like

If a webview is open, files and data sets should open in the same group of tabs as the files/data sets that were opened when a webview was not open.

Describe alternatives you've considered

You can drag the tab away from the webview pane back to the rest of the files/data sets tabs.

Suggestion - Open the webviews as the regular tab rather than splitting the window. If we go this route, #2805 will be resolved.
