gives

I could not find where 'IBMUSER.ZWEV3.CUST.ZWESAPL' is meant to be created - eg by the install step, or manually

It might be that it should be created when IBMUSER.ZWEV3.SZWEAUTH is created - or there needs to be a step to say create it -update the config file - then run the zowe install command.
