Deliver built,tested IMS Operations API distribution through zowe.org

Is your feature request related to a problem or limitation? Please describe. Customers do not have a simple way to obtain the runtime modules for the IMS operations API functionality in github.com/zowe/ims-operations-api

Describe the experience you'd like Customers visit zowe.org download section and are able to select a binary .pax distribution of the IMS operations API, that they can download, copy to USS, configure a Zowe instance directory, and have the IMS operations API springboot server be managed as part of the Zowe lifecycle so it is a Zowe address space. Customers should have confidence that the code has been tested and built using a full open source pipeline Developers coding fixes and enhancements to the github.com/zowe/ims-operations-api repository should be able to have their changes trigger PR builds.

Additional context This will form the beginnings of an app-store like distribution for Zowe z/OS extensions

Stories Jenkins builds pipeline for IMS operations API Manually stand up IMS Operations API on a system with Zowe and prove that the API catalog and swagger registers and is functional Submit Zowe v1 conformance criteria for IMS Operations API

Create jenkins tests for the build that tests artifactory build

Work with ZLC and onboarders conformance for agreement on criteria for distribution on zowe.org Work with doc squad and CICD for distribution to be made available on zowe.org

The IMS Operations API is deprecated and won't be published via Zowe other than publishing in the repository and will be in near future archived as such I am closing as not planned.
