SPIKE: Improve release process

Is your feature request related to a problem? Please describe. Publish images are constantly failing for s390 platform. There was a mismatch between what is packaged and what is relased. The process still depends on several manual steps.

Describe the solution you'd like Find out what can be automated, e.g. open PR against install packaging, retry failed jobs, ..
