Update start script testing

Is your feature request related to a problem? Please describe. Start scripts are being tested as a side effect of integration testing in GH actions. This is a remnant from the old CI pipeline. First understand what we could do.

Describe the solution you'd like Rework the existing tests that are dependent on start scripts. As a part of this, we should ideally get rid of the PID echo. https://github.com/zowe/api-layer/issues/1339

The validation of the start script. Log reasonably long information (due to zowe limitation). ...so that we can easily root cause what's wrong.
