Refactoring of the API Catalog cache

Describe the bug The API Catalog cache code is not very intuitive and doesn't perform very good. It would be good to refactor it and maybe consider using some Cache library to cache the apidoc, services information, service containers etc.

Steps to Reproduce

Expected behavior Simplify the cache mechanism in the API Catalog services
