Add configuration settings for tab loading

Introduce two about:config parameters to configure tab loading :

extensions.zotero.tabs.maxLoadedTabs
extensions.zotero.tabs.unloadUnusedAfter

Fix bug #3636.

@dstillman : Maybe, while waiting for a better solution, this patch can be merged to allow to solve the problem for those concerned. The bug #3843 is still there to remind us to do better later on...
