ACS Publications: fix PDF import

E.g. https://pubs.acs.org/doi/10.1021/acsabm.3c00276 But it's a general issue -- we're just following the PDF link on the page, which leads to the epdf. ACS uses Atypon (which already does this correctly), so we might be able to either adapt that translator to cover ACS or use it to work for ACS. Would be nice to make sure that supplementary material works.

@adam3smith, am I correct in understanding that the symptom is in the saving of full-text PDF and supplementary material as attachments? Are the following open-access articles representative of the typical input?

I just tested for regular PDFs and yes, those just don't save because the translator is looking at the epdf link. I don't think supplementary files have worked for a while, but I think it'd be great to make these work again (& extend the range of translators that support them)
