.dll file not found if i want to use TADmuffin (newest version)

I will use Bannerbomb3 on my Old3DS. I download the newest Version but every time if i draw my movable.sed to the .exe it give me an error that the .dll file not found and a reinstall will helps. How can i get this file in the release Page or what i doing wrong?
