Updated test case specification Basic02

Purpose

  • Update to meet the template.
  • Explicit messages the shows the problem when there is no working name server in the delegation.

Context

Addresses issues #440, #459, #1076 and #815

Changes

The specification of the test case is updated. When this is merged, the implementation in Zonemaster-Engine must be updated too.

How to test this PR

Document only, implementation to be tested and compared with the updated specification.
