Make banner translatable

A banner at the top of the GUI can easily be created for a GUI instance (see "msgBanner" in GUI configuration document). The banner can be efficient to inform that Zonemaster is under update or that Zonemaster has just been updated to a new version. The banner is, however, always the same independent of language.

Make it possible to define separate banners for the supported languages.
