allow dynamic configuration changes to add/remove pools

Important feature for admins with lots (e.g. 600-1000 miners) when considering using NOMP. Need to be able to configure coins without a restart/disconnect of existing miners.

This is a needed feature.

I think some kind of system to identify the coin.json in the admin interface would be nice. It would also need to start the stratum instance for that new coin the next time it checks.

This feature is planned as part of the admin center front-end. Can't give any ETA right now as several features are currently in development.
