Feature: Optional transaction in block template for charity coins or user donate [$15]

Specifically so that this stratum can mine EMC2 which requires a donation to an address for a new block to be accepted.

Config would require an address and donation percentage.

Interesting.. I like this coin and its endeavors. I'll try to add support for it. It will also give be an opportunity to refactor some of that block serialization code.
