Miner keeps submitting share way below difficulty

Hey guys,

Having an issue where rejection rate is very high due to miners keep submitting shares below the difficulty for static ports - eg. if the diff is set to 128 miners keep submitting shares around 70-80 triggering a low difficulty share error.

Any possible suggestions?
