Check the directory containing the wemux executable for a config file

FYI, my fork of wemux -- which I started as @zolrath seems to have stopped maintaining it -- has support for setting PREFIX or SYSCONFDIR when installing wemux, so this is not needed: you can instead set PREFIX=${HOME}/.local or somesuch.
