Throttle on certain load average

In certain conditions node becomes overwhelmed due to high system load (which can be caused by many reasons) In this situation adding new requests to the queue is pointless because node is not capable to process them in reasonable time. The idea is to define the threshold for the throttling based on the LoadAverage. Preferable approach is to allow configuration via the commandLine, like --throttle-load-average=NNN Default is to not throttle on any load average
