Implement GitHub project contributors (pics and #) and leader flag

This is the same list as currently displayed on projects page of Code for KC (http://codeforkc.org/projects/) with additional flag functionality.

Project leader is the person who contributed the most to the project (per GitHub contributions, see https://github.com/codeforkansascity/Code-for-America-Projects-Hub/graphs/contributors for example).

See prototype: red bar at the bottom of each project card in the hub (http://codeforkc.org/Code-for-America-Projects-Hub/prototype/), and gray bar under badges strip in the project page (http://codeforkc.org/Code-for-America-Projects-Hub/prototype/CfAprojectPage.htm).

This functionality has been replaced with static image link in the 1.0 release of the Projects Hub.
