feat(bluetooth): bootloader after settings reset

Adds a KConfig option to reset to bootloader after clearing bond information, very useful for boards with hard to access physical reset buttons

Closing as #2072 has significantly revamped the settings-reset workflow. Will rework this concept and open a new pr for it when done
