Blocked nav_transient keeps unblocking itself

Normal nav_transients are unreliable at staying blocked and will often quickly flicker to unblocked state and then back. The "checknofloor" variant, however, seems completely stable as far as I've seen, whatever it does differently could be a solution for this.
