Prevent icon padding from shrinking or clipping icons

When padding is added to an icon using the settings (GNOME Tweak Tool > Extensions > Top Icons), sometimes icons will be clipped, or they shrink. This seems to happen when the width of the icon is less than the height of the top bar.

Icon padding was supposed to be the space between the icons, without changing their dimensions. Perhaps changing padding to margin would fix the problem.
