halo2 icicle version update

Summary:
This PR updates the halo2 version in the Cargo.toml to point to current branch that contains updated ICICLE integrations.

Details:

  • The halo2 dependency in the Cargo.toml is temporarily set to my branch for testing and development purposes.
  • After the halo2 updates are merged, the dependency can be switched back to the main branch for continued use.
