Clean up test directory

  • There is a fair amount of duplicate code in the tests directory, this should be consolidated to make the tests simpler to understand and navigate

  • Some unit tests use integration base files, switch to a unit test base

  • Nice to have: maybe split into separate issue - test more combinations of handler and module
