Smithy based implementation

The AWS Java SDK is planning to switch to Smithy based code generation so the currently used schema model will be deprecated. The next major version of zio-aws should use the smithy service descriptors too, generating client libraries without using the Java SDK - potentially with the help of smithy4s, zio-schema, zio-json and zio-http.
