No option to keep the last tab when closing tabs

I'm using Ver 7.1.382.1148 for Chrome. For the "Close Tab" action I can only chose to require a confirmation when closing multiple tabs but there is no option to keep a new tab when closing the last tab of a window. Instead Chrome just closes when I use the "Close Tab" gesture on the last tab.
