[Bug]: ttMsgEnable False causing backups to take a row.

Current Behavior

I set ttMsgEnabled False to use the cdc, and when I restore milvus, I had an issue getting stuck.

Expected Behavior

To connect with backup and cdc, with ttMsgEnabled False, It can be restored.

Milvus 2.4.5
Backup 0.4.18
CDC v2.0.0-rc2
