"--refine-type" and "--refine-k" should be required only when "--refine" is set to True

When "--refine" is set to False, user is still required to set the params "--refine-type" and "--refine-k", it's unreasonable. "--refine-type" and "--refine-k" should be required only when "--refine" is set to True.
