More comprehensive support for building ZLS from dependency

Inspired by https://github.com/zigtools/zls/pull/1650.

Some ideas:

  • Custom editor configuration defaults per-project
  • Third-party ZLS extensions (😅) This could be neat if someone wanted to use https://github.com/nektro/ziglint directly in their editor via ZLS, for example
