stage2: sparc64: Another batch of Air lowerings, bugfixes, etc.

The usual batch of Air lowerings and other sparc64 backend-related changes. Didn't manage to do much this time but at least I managed to cut out a lot of airBinOp-related lowerings.

Is the failure of the CI related to the PR? Would you be able to tell? I'm happy to merge this but wanna make sure the failure is actually some latent bug in stage2 that's unrelated to this PR before pulling the trigger.

Lemme try rebasing it on latest master to see if the problem would get fixed.

The CI test is passing now so I don't think the failure's related to my PR?
