FCNPC 2.0 isn't using latest ColAndreas version

When loading a server with FCNPC 2.0, the version ColAndreas reports is 1.4.0 when the latest version is 1.5.0.

There should be an option to disable ColAndreas loading automatically unless you have it automatically update FCNPC's copy of ColAndreas when it detects a new version.
