Bucket does not respond to CTCP ACTIONs in queries

While he is happy to act upon users' /me actions in channels, Bucket ignores these in queries. This makes life interesting, and a little confusing, when it comes to testing factoids in private.

Yeah, that seems to be a bug, no reason to ignore actions in PM.
