[Feature] Auto Fetch time window configuration

Sometimes I have to leave my system on overnight. In the morning there are dozens of auto fetch failure notifications because the corporate VPN connection timed out. It would be nice if you could set a time window as to when you want the auto fetch to run. For example, only run auto fetch from 9:00am-5:00pm. Additionally, the ability to set days of the week would be awesome. This way you could configure auto fetch to run, for example, M-F 9:00am-5:00pm.

Hi, very cool idea. It shloud help with some longstanding issues with plugin generating errors in out of office hours.
