[Feature]: New inline location: Aligned

Hi, I have a new inline location idea. There will be an "Aligned" type of inline location. (Settings > Version Control > GitToolBox > Blame > Editor Inline Blame)

The blame strings will always show after (for example) 80 characters for every line. The padding amount -80- will be specified by the user. If there is a code line longer than 80 characters then it will show the blame string after line.

I think it will improve the user reading experience.
