Strict mode does not apply to all monitors

When having multiple monitors and you enable strict mode only the main monitor is restricted, the other ones can still be used. It happens on Windows 10, I haven't tested on GNU/Linux

Same issue on GNU/Linux with multiple monitors, tested it on Ubuntu 20.04 LTS, enabled strict mode but only the main monitor is being restricted
