检测延迟过于频繁
环境: Windows 10 64bit，配合pcap2socks-gui使用；使用shadowsocks-rust在本地10808端口部署了socks5代理 在空载的情况下查看任务管理器，发现上传下载带宽为大约200Kbps；shadowsocks日志显示有大量连接8.8.8.8的请求（每秒上百次），猜测是延迟检测造成的。可能是由于我这里延迟不高（pcap2socks-gui显示约3-4ms）导致请求过多。 如图所示，在0.06秒之内就有十余次请求。  希望能添加一个限制延迟检测频率或者关闭延迟检测的功能。非常感谢。
