Network speed too low?

I transfer a 100M file to my server the speed is 1MB/s - 2MB/s.

I deploy ikago-0.5.0 to centos 6x server and win10 client, everything is ok, except the speed is 0-4KB/s.

client.log has some error "handle upstream in address 192.168.31.54:57982: write: send error: PacketSendPacket failed: 连到系统上的设备没有发挥作用。 (31)"

server.log is ok

How to solve the problem? thx
