Allow specifying the number of decimal places for netspeed units

It would be useful to specify the number of decimal places that are shown for Download and Upload speed. I'd like to set even no decimal places at all because it doesn't really matter if download speed is e.g. 31.03 KB/s or just 31 KB/s and it saves valuable visible space in the taskbar.

Can add new option 0.0 KB/s to 0 KB/s?

Related to #1817 which can be considered a duplicate.

I could make changes to get me a greater precision but I don't know how to make it configurable like provide an option in the UI and use that, but I'd like to add that feature if someone can help me where to start on it
