Tray Icons Stay on Screen When Hiding Pannel

I am using gnome 3.34.3 on pop_os 19.10 with dash to panel. When the panel auto hides the icon in the tray stays on screen and does not hide with the rest of the panel.

(Update) The tray icon only stays on the screen when launching a full screen game. I was trying for an hour or so last night to reproduce the issue and than gave up and opened witcher 3 and at that point the notification stayed on the screen. The rest of the panel hides.

(Update 2)I have found out now that even when playing full screen video it does the same thing as with the witcher 3.
