Stop hiding top menus while scrolling

Now to copy/cut/delete I need to again scroll up to get those options visible. At least give option to disable this behavior. This is super annoying.

There are many more cases. Like for example, I scroll down to the bottom. Then I want to sort the files/folders. There is no way to do that. Again need to scroll up to get those options.

I want to have these options always visible on screen.
