resolution of image is not working properly

I try to compress the image dimension of original dimension (3503 x 5254) the result for the following height value are as follow 800,700,600 will give the resolution of (876 x 1314) which is 1/8 of the original size and when the value is 900+ the resolution of the image gets (1752 x2627) which is 1/2 of the original. So is there any way to change the size exactly as we want like i wanted to make the height size to be 1920 but the size is adjusted as per the value range and in a different ratio
