zetaclient: refund unused tokens for non EVM chains

The fee paid by the user is recorded on the CCTX struct, using UserGasFeePaid

For EVM chains we also include the values of GasUsed and EffectiveGasPrice, which can then be used calculate the actuall fee paid for the transaction on the connected chain, and allows us to refund a portion of these remaining fees to the users

This should be enabled for all other chains, by populating the GasUsed and EffectiveGasPrice fields
