Track issues to implement first BLS PoC

  • Implement BLS at the smart contract level
  • Allow different signer module in ZetaClient EVM client (TSS, now BLS)
  • Implement a way to coordinate for BLS signature (new storage in observer module) -Add chain params, what signing/outbound module is used
